This is the infamous 19th Judicial Circuit, where “old school” ideas about narcotics use are not the ‘exception,’ but rather ‘The Rule,’ —a rule followed by prosecutors and Judges alike throughout the Circuit. Violating the terms of a probationary sentence, even in the most minor, technical way, e.g., failing to file a report on time, in nearly all cases in this Circuit results in the Court issuing a “no-bond” arrest warrant, with the probationer jailed—and no way to bond out!
